Bob Mason began advocating for changes in the nation's health care system about seven years ago. As a social worker, he felt it was his duty to fight for social justice issues such as health care reform.
But in the last few years, Mason, 60, and his wife, Theresa, 57, also a social worker, found themselves in the same boat as their clients who can't afford insurance co-pays or have limited office visits.
They nearly went bankrupt when Theresa Mason was diagnosed with a brain tumor. Bob Mason dropped his health coverage a year ago after his premiums increased 40 percent. His wife's policy may be next.
"Over the last seven years, I've been going from advocating for others to also advocating for myself," said Mason of Trafford, who is a founding member of Pennsylvania United for Single-payer Healthcare and Healthcare 4 All Pa.
The organizations held a small rally and news conference Wednesday morning in front of the Westmoreland County Courthouse, urging passage of The Family and Business Healthcare Security Act, which would create a single-payer health insurance fund in Pennsylvania.
Mason said Westmoreland County's municipalities and school districts would save nearly $43 million a year on health care costs for their employees under a single-payer system.

At the August 11 meeting of the Lancaster City Council, Jerry Policoff, Communications Director of Healthcare4ALLPA, requested an endorsement from the Council for PA House Bill 1660 and PA Senate Bill 400. Both of these bills are aimed at providing a single payer health insurance system for all Pennsylvania citizens. The City Councils of both Philadelphia and Pittsburgh have already passed official endorsements for this legislation, Policoff noted.

On July 21, the Pittsburgh City Council reaffirmed their committment to the Single Payer Solution - in Pennsylvania, HB1660 / SB400 - and passed a resolution calling on the Pennsylvania General Assembly and Governor to sign HB1660 and SB400 into law.
PHILADELPHIA - In Pennsylvania and around the nation, recent town hall meetings held by elected officials to discuss health care reform have turned into free-for-alls, with politicians and proponents being shouted down by those who say government has no role in the matter. Why is it happening and who's responsible?

On Tuesday August 11, 2009, the next public meeting of the Lancaster City Council, Progressives for Pennsylvania and Healthcare4ALLPA.org have been invited to make a presentation in support of Pennsylvania House Resolution 1660/Senate Bill 400.
The City Council is considering a resolution supporting these bills which, if passed, will make Pennsylvania the first state to enact single-payer healthcare - universal, comprehensive healthcare for all.
The Philadelphia City Council passed a similar resolution unanimously in February, and the Pittsburgh City Council passed it last week.
Municipalities, struggling to balance their budgets without raising taxes and/or cutting services, are beginning to realize that single-payer healthcare delivers the double benefit of providing healthcare to everyone while substantially reducing the costs they now sustain in covering their own employees with private insurance company policies.
The presentation will be made on August 11, 2009, starting at 7:30 PM at the Lancaster City Council Public Meeting held in Southern Market Center - 100 S. Queen St., Lancaster, PA, 17602.

The first poll is out asking about Single Payer support. Time Magazine commissioned a poll from SRBI, which found that 55% of Americans want a major overhaul. 60% think the insurance companies are doing a fair or poor job of providing services. 55% think the American health care system is fair or poor. 90% want tax breaks for small businesses to make health insurance more affordable. 80% want pre-existng conditions covered. 63% want coverage for all Americans, even if the government needs to subsidize it. 56% want a public option.
The Single Payer question read:
Would you favor or oppose a program that creates a national single-payer plan similar to Medicare for all, in which the government would provide healthcare insurance to all Americans?
49% of the respondents said "yes".
Believe it or not, that's a huge number. First, because most people don't actually know what "Single Payer" means. Second, because the opposition is out in force. And third, because based on other answers in the poll, it's likely that the sample was skewed.

The Single Payer bill furthest along in the legislative process belongs to the state of Pennsylvania, where the House bill was resubmitted last week, with 36 co-sponsors. You can read the whole bill here. (Don't worry, it's only 27 pages)
Basically:
The plan shall provide health care coverage for all citizens of this Commonwealth and for certain eligible visitors. The agency shall work simultaneously to control health care costs, achieve measurable improvement in health care outcomes, promote a culture of health awareness and develop an integrated health care database to support health care planning and quality assurance.

State health care solution is PA House Bill 1660
CITY COUNCIL FIGHTS FOR HEALTHCARE AND FISCAL ANSWER
(Pittsburgh, PA) Pittsburgh City Council voted unanimously today to pass a “Will of Council” which calls on the State Assembly to pass SB 400 and HB 1660, “The Family and Business Healthcare Security Act” and for Governor Rendell to sign it into law. When passed, this Act will provide comprehensive, quality healthcare to city employees and all residents of Pennsylvania. The City of Pittsburgh would realize an estimated $20,966,457, nearly $21 million in savings if it is passed this year. Over a five-year period, it is estimated the City of Pittsburgh would save over $162 million. These savings would end the city’s fiscal crisis and eliminate the need to send Mayor Luke Ravenstahl to Harrisburg to seek support for unpopular measures, such as raising the Pittsburgh wage tax for those who work in Pittsburgh but live elsewhere. The current health-care reform debate is not being conducted with the openness and honesty that President Barack Obama advocated as a candidate. There are three major problems.
First, our attention is being diverted by speaking of "health-care reform." While many things could be improved in our system, what most people worry about is not the care but paying for it.
They have good reason to worry. Any change of jobs or employer ownership imperils health coverage; if they happen to get sick during an uninsured period, the illness will likely bankrupt them. Half of bankruptcies comes from medical expenses and, even worse, most of those were insured!
The second problem is the use of code words like "a uniquely American solution." This devalues any reference to the experience of other countries. Of the 77 largest economies in the world, 76 have some kind of universal health coverage, and the average cost of health care here is at least twice as expensive as in any of those 76 countries.
The third problem is that the single-payer plan, favored by up to 76 percent of Americans surveyed, is not being considered.
Single payer is an expanded version of Medicare for all. Here are the facts about this option: much less cost, covers everyone, same doctors, same hospitals, full drug coverage, wellness-friendly, no coverage gaps, no co-pays, no co-insurance, no exclusions, no deductibles, no lifetime caps, no sneaky traps, no job enslavement for health insurance. It's the only financially viable plan. Plans now on the table nibble at the $1 trillion level.
It is not just at the national level that these benefits could be achieved. SB400 and HB1660 would establish a single-payer system in Pennsylvania to cover everyone at less cost to individuals and businesses. Visit www.healthcare4allpa.org for more
When policies were proposed to President Franklin Roosevelt during the Depression, he would say, "That sounds good. Make me do it."
So also now. Gov. Ed Rendell has said he would welcome either of the Pennsylvania bills if they came before him; Obama has also said single-payer works well where it is in place.
Supporters of a single-payer plan are part of a strong majority in the country. We must insist that our national and state legislators respond to the will of this majority. If enough speak up, the majority will rule.

HealthCare4ALLPA State Co-chair Cindy Purvis (Erie, PA) had a letter to the editor published in the July 2nd, 2009 edition of the Wilkes-Barre Citizens Voice.
State health care solution is PA House Bill 1660
Adult Basic is a health insurance program run by the Commonwealth for adults who do not receive coverage through their employer, make too much money to qualify for Medicaid, but who are unable to afford to purchase insurance on their own.
Currently there are about 46,000 adults on this program.
At the end of last year the waiting list had grown to 145,000.
At the end of May it had swelled to 255,289.
Pennsylvania Representative Todd Eachus, Majority Floor Leader, represents Luzerne County. He worked hard to get House Bill 1 passed in the Pennsylvania General Assembly which would have added another 130,000 to the roles of Adult Basic. The bill is not expected to be passed in the Senate due to the cost.
Too bad that Representative Eachus does not support House Bill 1660. Not only will this legislation give comprehensive health care to every Pennsylvanian, it will save taxpayers in our commonwealth billions.
Just to give an example, Luzerne County municipalities and school districts will save a combined total of $45,104,198 on employee costs while every citizen of Luzerne County would have comprehensive health care.
Under HB 1660 there would be no co-pays and no deductibles.
When is the majority leader in the House going to look around and back true health care reform?
Who is he supporting if not the working people of Luzerne County?
We don't need representatives who want to slash programs and raise taxes; we need leaders who can work for our best interests.

BATTLE FOR HEALTHCARE IS NOT A SPECTATOR SPORT

Like a flower blooming in time lapse photography, Allen Minch’s sequenced photographs of the June 11 single-payer (PA Family and Business Health Care Security Act - HB1660/SB400) rally at the Capitol rotunda showed the blossom of a movement. After the initial trickle of supporters, carloads and busloads arrived filling the ground floor surrounding the steps, spilling up the steps and into the balcony. What the pictures don’t reveal is the loud clamor of citizens eager to raise their voices in support of an idea whose time has come.
The folk strains of Anne Feeney and the hard-hitting, gritty, in-your-face rock of Mike Stout opened the event and set the tone for the tumultuous outpouring of support.
As we reported last month, shouts of "Single-Payer Now!" rose to the rooftop and echoed through the halls of the Pennsylvania Legislature. The energy and enthusiasm of the more than 400 who traveled to the Capitol from all corners of the state were absolutely contagious.
Musician Mike Stout wears many hats. The entertainer is also a businessman and union member. He offers the following observations on the rally. "The crowd was fired up, militant, and ready for more action down the road…Our movement at that moment was a fist instead of a bunch of limp fingers. Organizers and speaker after speaker announced their intention to come back in the fall with 3, 5, or 10 times as many people. This is what will grab the attention of our elected representatives and unglue their ears and pockets from the insurance and big Pharma lobbyists."
An assortment of speakers representing a variety of constituencies addressed the gathering. They all remarked on how impressed they were with the enormous and enthusiastic crowd and agreed that the health insurance industry is largely responsible for our current crisis.

WEST READING COUNCIL BACKS SINGLE PAYER HEALTH CARE SYSTEM

Faced with the prospects of rising health care costs, West Reading Borough Council voted 4-1 Tuesday night to support a single-payer system.
The move is symbolic, but backers hope it will get the attention of lawmakers in Harrisburg.
Health care costs are eating up a significant portion of municipal budgets, said Councilman Michael W. Morrill, a proponent of health care reform.
Businesses also are faced with skyrocketing costs to provide insurance for their workers, he said.
Bills before the state House and Senate would institute a single-payer system funded through a 3 percent personal-income tax and a 10 percent payroll tax for municipalities and businesses, Morrill said.
That would provide significant savings and better coverage than private insurance, he said.
"We need to take this issue into our own hands and ask ourselves how can Pennsylvania provide better coverage for everyone with lower costs," he said.
Michael Doyle voted against the measure without comment. James Gallen and Philip Wert were absent.
West Reading pays more than $400,000 a year for health insurance, about 22 percent of its budget, Morrill said. A single-payer system would cost the borough about $193,000 a year, he said.
Morrill invited Ron Stouffer and Rosie Skomitz, volunteers with Health Care 4 All PA, to the meeting to explain the advantages of a single-payer system.
Stouffer said money from payroll and personal-income taxes would be put into a state fund to pay doctors and health care providers. In most cases, Pennsylvanians' access to health care would greatly improve, he said.

The 43rd Birthday Of Medicare July 30th Note: this accompanied
the birthday cupcakes we presented to all 253 PA House and
Senate members this afternoon. Who says lobbying isn't
fun? Today we celebrate the 43rd birthday of
Medicare. When President Johnson signed Medicare into
law on July 30, 1965, little did he know that Medicare, a
single-payer, publicly financed, privately delivered health
care plan for citizens age 65 and older would become the
most successful and popular initiative in our nation's
history! Medicare has fulfilled the promise of guaranteeing
quality health care security for America's seniors.

Declare: "Healthcare, Yes; Health Insurance,
No" June 19th In an unprecedented show of citizen unity across
the Commonwealth of Pennsylvania, physicians, nurses,
medical students, business owners, union members, religious
leaders, and legislators demanded an end to
profit-first Health Insurance Company rip-offs of
thirty (30) cents on every healthcare dollar, and a new beginning with patient-first
Single Payer [publicly-funded, privately-provided]
efficiency of three (3) cents overhead -- while guaranteeing
quality, comprehensive, affordable, healthcare for

Report: 42% of Adult
Americans Uninsured/Underinsured In 2007 June 12th June 10, The Commonwealth Fund released a
report exposing how the chronic insecurity built in to the
American healthcare system is racing up the economic ladder.
Rates of underinsurance have tripled for workers with
incomes over $40,000. Overall, the report tracked a
breathtaking 60 percent increase in the number of
underinsured working age adults in just four years. This
means that about 42 percent of
adults between 19 and 64 -- 75 million Americans --
were either underinsured or had no
insurance in 2007. Read the full

Industry June 10th America's

promoting instead a rational, civilized single payer option.

host to five of these rallies in

What All Of Us Must Do
To Solve This Crisis June 1st (An op-ed from our friend Linda Beckman) In
early May at the main branch of the
Philadelphia Free Library I attended
a forum on our healthcare crisis. The
panelists advocated two different responses.
Most spoke in favor of
Rendell's Pennsylvania ABC while only Walter Tsou,
former Commissioner of Health for Philadelphia, spoke on
behalf of HR 676 and HB 1660/SB 400, single payer bills in
Congress and in the Pennsylvania state legislature.
Yet all indicated a preference for a single payer

Healthcare Concerns On The Rise April 4th Lest you thought you were alone in worrying about
healthcare, a new CBS/New York Times poll shows Americans'
concerns over health care costs are at their highest levels in many years. Just two of
the findings: 86% are
concerned about the future cost of healthcare;
59% very concerned. 71% are concerned about the
current cost of healthcare; 42%
very concerned. Read the

The Big Question - And
Where PA Voters Stand On It April 2 The latest Quinnipiac
University poll reinforces what we all know as
Americans: the role of our
government is to promote the common good -- especially when
it comes to healthcare. In a large poll designed to
track presidential preferences in Pennsylvania, Florida, and
Ohio, one question stands out:
Do you think it's the government's
responsibility to make sure
that everyone in the United States has
adequate health-care, or don't you think so?
An overwhelming 65% of PA voters said
"Yes," across party affiliation, race, and gender.
Florida and Ohio voters responded 64% and 62%
respectively. To all those still advocating market
forces as the sole guiding principle for healthcare reform
in PA, we say single-payer is the true American way -- and
what most Pennsylvanians want. It's worth reminding
your elected officials of this fact.
New Study: Most Doctors
Support National Health Insurance March 31 Published
today in the Annals of Internal Medicine, this new report
points to what may be a tipping point in support for such an
approach within the medical profession. 59% of
surveyed physicians support national health insurance, up
10% from 2002. Read PNHP's release on the survey here.
We believe national health insurance
will begin at the state level with initiatives like The
Family And Business Healthcare
Security Act (SB 400 and
HB1660).
Pa. AFL-CIO, League of Women Voters
Endorse Single Payer Bill March 19 The
Pennsylvania House Health and Human Services Committee,
Chaired by Representatives Frank Oliver (Democrat) and
George Kenney (Republican) held a hearing on House Bill
1660, The Family and Business Healthcare Security Act, which
covers all Pennsylvanians at lower cost to business.
Pennsylvania AFL-CIO President Bill George
testified early in the day, saying
"It is a pleasure for me to testify
in strong support of House Bill
1660, known as the Family and Business
Healthcare Security Act, on behalf
of the Pennsylvania 900,000 affiliate union members in the
Commonwealth."
The bill was also endorsed by the
League of Women Voters, represented by Janice Horn,
who spoke to a packed room of over
150 people in the Capitol this morning. The bill would
replace the current healthcare
payment system, which has become unsustainably costly.

Support Your True
Reform Candidates - Educate The Rest February 11 If your
elected representative or candidate for state office is not
on our list,
the chances are good they do not
support single payer health care for Pennsylvania.
They might support health care reform in the abstract, but
they don't come down on either side
of the issue: allegedly "practical" insurance-driven schemes
versus true single-payer legislation. Some are afraid of getting behind
"socialized medicine,"
which only shows a profound lack of
understanding. Regardless of why they equivocate,
these people need an education -- and you can help deliver

and women vying for your votes want you to know they're on

of your list, so their messages are full of agreeable
buzz-words like "universal coverage"

candidates are offering recycled versions of the failed
policies that brought us our current healthcare

A Tale of Two
Representatives: Healthcare and
Harrisburg January 30 Okay -- imagine yourself sitting down for a
scheduled meeting with a self-described "Liberal Democrat"
(LD) and then later bumping into a self-described
"Libertarian Republican" (LR) -- both of whom energetically
discuss the "Family and Business
Healthcare Security" with you for 30
minutes in Pennsylvania's state capitol
building.
Early in the appointed conversation with
the LD you find yourself confronted with the following
emphatic comment: "I know how things work up here, and
you'll never pass your single-payer legislation in this

How Bad Can It
Get? Ask A Doctor. January 17 We got an
interesting letter last week from a friend who works in a
physician's office. She sent us a fascinating
real-world timeline showing
exactly how much time and effort gets wasted untangling
insurance requirements for a single patient visit.
Four months and more than four and a half hours of staff
time later, they're still trying to straighten it out.

Amnesty for Insurers: A
Business Owner's Perspective January 16 Alan Jacobs is
the owner of the much loved Isaac's Deli chain, which
employs 700 people. He was also a featured speaker at
our January 12 conference in Lancaster. His
perspective, as business owner and advocate of single payer
health care, is not often heard within the movement.
In his letter, Alan urges all of us to go after the true
source of today's healthcare calamity rather than point

Convention Message:
'Citizens Must Lead on Single-Payer' January 14 In a blunt and forthright message to more
than 200-plus Pennsylvania single-payer healthcare leaders
gathered in Lancaster on Saturday, Representative Kathy
Manderino called for a "massive citizens movement" to
educate, organize, and mobilize support behind the "Family
and Business Healthcare Security Act," a bill for which she
is the primary sponsor in the State House (HB 1660) and for
which Senator Jim Ferlo is the lead sponsor in the State
Senate. Echoing and anticipating what members of a Business
Panel, a Healthcare Providers Panel, and colleagues on a
Legislators Panel said during the three hour meeting,
Manderino added that single-payer legislation is "not going

is devoting our energies and resources to acquiring State House support for
a $100,000 economic impact study (EIS) focused on the many features and
anticipated effects of House Bill 1660, the "Family and Business Healthcare
Security Act." Because this is "budget month" in Harrisburg, we will be
lobbying House Members to approve this special EIS funding. So stay

Keeping The Holy Grail Safely Out
Of Sight
May 4th
Observers of the recent PA primary coverage might
also have caught the public affairs show NOW that week, which featured
our state's health care debate. When we learned NOW was to air such a
segment just prior to the primary, many of us were elated. NOW has a
reputation for excellent reporting, and
some among us predicted valuable exposure for a grassroots single payer
movement that is changing the health care debate. Surely, we thought,
host David Brancaccio would at least touch on alternatives to the
governor's for-profit reform approach. When NOW staff contacted us for
information, we were justifiably thrilled at the possibilities. (more)
Worth Watching: "Unnatural
Causes" Documentary Tonight on PBS
March 27
For four consecutive Thursday nights, PBS stations will
broadcast Unnatural Causes, a documentary
about the American way of health care. It addresses the
fundamental issue of healthcare inequality
that our PA House Bill 1660 and Senate Bill 300 take head on.
The more you know, the more you're going to be convinced that
"single-payer, guaranteed, comprehensive, quality, publicly-funded,
privately-provided healthcare for all" (to quote our bill) is the
only way to save our economy, repair the
patient-provider relationship, and reduce unnecessary death and

Another Year, Another
Bait-and-Switch

This is a good time to review how the transfer of increasingly
higher costs to consumers is actually built in to so-called health
savings accounts, which some promote as an answer to America's
health insurance crisis. Every January, the
counter is reset for deductibles (which is
the out-of-pocket expense that a patient must pay before the
insurance company will start paying). This is one of the
significant features of the high deductible plans offered by the the
GOP in the health savings accounts. The premise is that the
more one pays personally, then the lower the insurance premium
because the carrier will have lower expenses. (more)

have an extraordinary opportunity over the next half-year to improve

states can be the standard-bearer for reform, much as individual

sign that we're closing in on victory. My prediction? "Six - Seven
Months to Single-Payer Success." But it all hinges on each and every one
of us engaging this effort now...

bonkers over the gun control issue (walkouts, threats, bitter
partisanship and factionalization) and it looks like the Governor has
halted his effort to push temporary MCare funding into the

More good news! Harrisburg is abuzz with
legislators discussing the "Family and Business Healthcare Security Act"
(HB 1660 and SB 300).
Our citizen lobbyists spoke directly with a combined
64 House Members and Support Staff yesterday. In
one episode, I visited a Republican legislator's office (name withheld
for reasons of political
sensitivity). Without my prompting -- and as I was
moving on to other Members' Support Staff in the suite of offices -- the Aide called
the Member on the House floor. (read more)

Trying To Move "No Insurance Company Left Behind"
December 6
Governor Ed Rendell is pulling out all the stops to
ram through a health care bill (HB 2005) with the deceptive and
dishonest label, “Cover all Pennsylvanians.” Even the governor's
spokespeople admit his bill may only extend [minimal] insurance coverage
to 400,000 of Pennsylvania’s at least 1.4 million uninsured. It
will do absolutely zero for Pennsylvania’s millions of underinsured.
A better name for Rendell's HB 2005 is "No Insurance Company Left
Behind."
Our governor recently managed to come up with
partial funding for his program, which he hopes will help him finesse it
past the legislature. E-mails going out today from surrogate
groups are aimed at helping him pull it off.
Don’t be fooled. The Family and Business Healthcare Security Act (SB
300 and HB 1660) is the only bill that will bring comprehensive,
affordable health care to every man, woman and child in Pennsylvania. We
need to act now if we are to pass single-payer health care in
Pennsylvania. The Rendell plan will leave the corrupt and greedy
for-profit insurance companies in charge while leaving millions on
Pennsylvanians uninsured or underinsured.

Robert Reich Supports Single
Payer Universal Health Care In PA

Robert Reich, former Labor Secretary under President
Clinton, today announced to a national radio audience that he supports
single payer health care (HB1660-see the
legislation) in Pennsylvania. Mr. Reich, who is Professor of Public
Policy at the University of California at Berkely, was responding to a
question from our own Chuck Pennacchio on the nationally syndicated public
radio program, Radio Times. His endorsement capped a wide ranging
discussion on the challenges facing American households after years of
policy neglect at the state and national levels. You can read our

Remember That Number -- It Stands for Revolution In Pennsylvania
June 28, Harrisburg
At around nine o'clock this morning, our efforts and
those of many others bore fruit in a momentous
step towards the establishment of a fair universal health care system in
Pennsylvania. House Bill 1660 was formally introduced today.
This, along with sb400 in the Senate, means The
Family And Business Healthcare Security Act can finally advance towards
becoming law.
Our thanks especially go to Representative Kathy
Manderino of District 194 and
the bill's 31
sponsors. She and her colleagues had the courage and common sense
to see that it is past
time for reforming our broken health care system, and that the two
other proposals before them would,
if anything, make our current situation worse.
While this is surely a time to celebrate, we must not
lose sight of the fact that this is just the start
of a tough campaign. Entrenched and
well-funded interests will attempt to derail this victory. Allied
industries will sow doubt and fear about "government-run" health care and
rationing. Some lawmakers will vacillate, others will try to sabotage
the legislation. The game ahead won't be
easy, but we are at last on the field.

Report: 280,831 Uninsured Children
in Pennsylvania When Families USA released
its state-by-state review of the federal SCHIP program, the big news was how
much higher they estimated the number of children living in uninsured
families than our own State Dept. Of Insurance, which reports just 133,600.
One can dispute the numbers, but not the fact that an unacceptably high number of PA's children
live at risk.
